The Council advises, assists, consults with, and makes recommendations to the secretary of the U.S. Department of Health and Human Services and the NCCIH director on matters relating to the activities carried out, by, and through the Center, to the policies respecting these activities, and to the functions described under section 406 of the Public Health Service Act.
